It's really hard to measure out the Juggernaut's power though. I mean -98% is what exactly? Was -98% the last stand Juggernaut? was -98% the Thunderbolt Juggernaut? or was -98% the Juggernaut who lost against Captain Universe?

How can we measure the power given to him by the Gem?

@tron_bonne: How are we supposed to know? You're the one who thought of measuring him like that in the first place. It would be much more practical to just use another brick character as a comparison, i.e. is he comparable to Colossus? Thing? Luke Cage? Etc. Trying to figure out where he stands at only 2% power is kind of meaningless, since his powers are never really defined or quantified as a percentage in the first place.

Well the problem is, we've been doing that are still pretty clueless of the power rating because his powers are never consistent anymore like it was some 20 years ago. His power has been going up and down and up and down so the only way to put it in measurement is by the percentage of power he uses from the Gem. One of the most misconceptions about Juggernaut's power is that most people think that Juggernaut is streaming power directly from Cyttorak... When in fact.... He is not. Cyttorak created a Gem that has a set power level. 1/8th of the aspect people describe as physical destruction and this is where Juggernaut gets his power. However, the power inside the Gem has unlockable powers hidden within it and Cain can only access that power depending on his mind set. So it's really hard to measure his power because lately he hasn't have a consent mind set. Remember, Classic Juggernaut always wanted vengeance and causes destruction everywhere. He's been like this for 30 odd years. Not until after he joined with Excalibur his powers started to fluctuate downward and downward.
