I'm not really a Hulk fan, but I have to admit that Hulk with a Red Ring outdoes Atrocitus, it would be horrifying. . Doom is more intelligent than Sinestro (also magic and science + Ring) Captain America with a Blue Ring would be crazy powerful, just based off his personality alone.
@iamthewolf88: Blue Rings aren't like a Gl ring,the construct are very limited. Basically the ring just would protect him from attacks,but would help recharge Spiderman's ring at 1000%

No he doesn't.
Atros, without the ring, is likely stronger than Hulk. And both with rings would be a massacre with Atros mocking his anger as impure (since it has no target and is therefore not suitable to be Red Rage), likely manipulating Hulk's ring with his own and then burning him down to a crisp.
