They sort of merged, but this is not mentioned often. Many later DC comics absolutely forget about GEB beyond Spectre reads and stuff, and only implied to have returned a mention in N52.
There is a Google+ thread trying to prove that GEB was just part of Presence's plan it didn't really end in a stalemate, I do not know however.
As for the fight.
The Decreator is such a mostly featless NLF outside of regular battle boards of being able to erase anything at a hax/infinite scale with no cap. But NLF is just a theory that any absolute is impossible in the realm of theoretical fiction, so I typically dislike fanfiction fanmade theories and I like looking at things in other methods.
Decreator might actually erase the GEB since GEB doesn't really have a lot of durability erasure feats other than stalemating the Presence and scaring a Lucifer, both of whose power randomly fluctuates throughout DC and Vertigo and get retconned every now and then.
Being a darkness outside of Creation doesn't actually protect one from being erased beyond comprehension when it comes Outerversy Meta shit. Sure, it might be, there is a chance if you interpret shit this way and that way. It's all opiniony again.
We really honestly cannot tell. Feats are nothing more than underlying guides to pin point a more "accurate" answer but Feats are actually ab useless when it comes trans-universal power, sometimes they don't really answer all questions when it comes to Metaconceptual forces like these.
