Yeah, but a relationship between a mortal and one of the Endless results in doom for the mortal, so Lex wins and loses at the same time.

Luthor would find someway to trap/incapacitate her like what happened in the opening arc of Sandman. This of course would only be part of an even larger scheme to bring down pre-crisis Superman.
