Sidious has greater combat speed than Superman does. He has fought battles at relativistic speeds, while Superman has only traveled at those velocities. A lightsaber would be useless in this battle, as Superman could fly into stars and black holes, thus negating the plasma energy of a lightsaber. However, this is unimportant, as is the fact that Sith Lightning would be ineffective. Before anyone wants to use the, "Superman can fly!!! Palpatine cant! Supes stompz!" argument, Sidious actually can fly. He is simply not as maneuverable or as fast in flight as Clark is.

As hideous as that idea seemed, Wedge hoped it was the truth. The likely alternative--that the Emperor had ordered the deaths of all the witnesses--seemed that much more horrible.
He has also mentally subjugated his entire retreat world of Byss, which had a population of 20 billion.

There are a few other TP powers Sidious could use also, such as Corruption (which is also believed to have used on Byss' populace) or Memory Walk or Fear. As well, Sidious could just use Force Drain and siphon Superman's life force for himself, killing him. He did this to the population of Byss as well, as indicated by the quote I provided above. It is also described in this scan.

He has vast destructive potential. Assuming for a minute that Superman could hit and kill Palpatine (he has metahuman durability but not enough to withstand blows from Superman), his spirit will simply exit his body and inhabit a new vessel, very like being Superman.
