If I am right, Scarlet Witch still needs to say her incantations before it will happen unlike Dazzler who can just simply blast dazzle her way through.

she just needs to point for lesser hexes. They are enough
Point of Question, how can you hex if you can't think properly because your opponent has already dazzled you with blinding light? or lasers piercing through your skin before you can point?
Dazzler's ability is not just focused in her hands, hers is a body that literally just explode with laser beam and light from every inch of hers.

I'll go with Dazzler too. Especially since she's undergone some power upgrades the last year. She's immortal or has an extremely powerful healing factor now for reasons unrevealed.
Sure SW has pulled off some impressive feats, but only under extreme stress and very much at random. It seems that she hasn't had much control over her powers at all lately, and currently she may well be powerless.

But couldn't Wanda pretty much do anything she wanted?

Not really. Take the 'No More Mutants' thing for example. The desired effect is to remove the x-gene completely. The actual effect is very random with around 300 mutants keeping their x-gene, several others is somehow able to regain the lost powers and among those depowered many still retain their physical mutations. As i recall it her powers alter probability, and there's always the probability that any hex will go wrong and they always has a degree of randomness.

Aren't Dazzler's powers based on turning sound into light though? Or did that change at some point? Either way I think Dazz would have to say something quick, convert that to light and blast SW before she can say, "No more Dazzler!" This one would be close. I think Scarlet Witch wins.
Scarlet Witch should be able to win here (in my opinion) everyone gets caught up with the House of M feats, but she had some pretty impressive feats before that. Like single handedly beating Ultron.
She may have never willed anyone out of reality but she's certainly willed them into it. Really I don't see why she can do one and not the other.
