Maybe I'm not too keen on sidious's feats outside of the movies (which are now the only official canon material?), but I fail to see how SS has a problem here.

But would force storm have much of an effect on a high-powered cosmic being like radd? What's to stop him from moving beyond sidious's perception and blasting him with powers cosmic?

@darkdefender: if I remember correctly he has resisted black holes but I'm no expert so I'll let the surfer experts speak to that. As for his speed, he's MANY times faster than the speed of light and should have WELL beyond nanosecond reactions; actually someone on here did the math on one of Surfer's feats and determined that he was moving at least 500 square feet per picosecond, however I've not tested the math.

Silver surfer

... Silver Surfer is a casual planet buster, casually flies through suns, fought in black holes, is essentially indomitable in a telepathic battle, and has resisted the power of the Soul Gem. All of these things cancel out everything Palpatine can do.

Palpatine has absolutely nothing to hurt Surfer with. Nothing. Locking due to mismatch.
