Darkseid is considered to be the negative charge of the universe. He is the evil that keeps balance in the universe. Spectre couldn't kill him for this reason. It's also the reason why Metron wanted to free him from the Source Wall after the events of Genesis. I'm not too sure the penance stare will work on him because his evil is necessary to keep balance in the universe. Then again, I'm not an expert on Ghost Rider so I can't really say much about if the penance stare can affect beings like Darkseid.
i dont think darkseid has a soul if that effects the penance stare but could ghost rider even get the chance to use it or can he do it at a distance instantly and does it require someone to have a soul?
Darkseid has a soul(final crisis),but the upper limit of the penance stare is what i'm curious about.he failed against daredevil in shadowland and i believe the stare does'nt work on symbiotes either.based on what i've seen darkseid should slaughter him(but i'm hardly knowledgeble on rider).

From what I've heard, it didn't work on the symbiotes because the hosts were mentally unstable and had no real sense of right and wrong or something like that.

That's what I'm thinking. His evil is necessary for balance in the universe.
I hate making any type of pro-DC comment, but Darkseid wins, no question. Ghost Rider is weaker than Mephisto, who has been seen to be afraid of Thanos, and in the Marvel/DC crossover Darkseid and Thanos fight to a stalemate.
