Mmmm I am not sure, but if Raikage doesn't know about Izanagi it can complicate things for him, and Danzo could come up on top, since he did even find a weakness in susano, I am sure he can find a weakness in raikages shield as well. He is very cunning and smart. I say Danzo can win this.
So.. if the seal is already released, going with danzo.

Izanagi negates the great difference in offense and defense, giving him extra lives. I'm not sure about this, but wouldn't baku's suction take off the raiton cloak? wind is strong against lightening, right? So maybe his other techniques like wind sword, or shurikern, would work..
Isn't danzo good at sealing, too? Maybe he could use the reverse tetragram after sneaking on raikage. but maybe he'll have to die for that..
They both have the potential to defeat eachother. Raikage has one of the best Raiton/Taijutsu combinations around, but Danzo has some of the best Genjutsu (thanks to the Uchiha and Uchiha Shisui. It's not like Danzo actually earned his power). If Raikage gets caught in Izanagi, he's pretty much done for, as he does not have the tactics to deal with genjutsu of that high of a level. But that's all Danzo has going for him, Izanagi. If the Raikage blitzes Danzo, then Danzo has no chance of winning.

So if Danzo catches the Raikage in Izanagi, then Raikage's done for. If Raikage blitzes Danzo, then Danzo is done for.

Danzo right before the kage summit wins because of Koto.
Danzo after the kage summit can't use Koto for a decade and loses. Izanagi will not really be an issue. With it Danzo can survive until he runs out of eyes but he lacks the offensive feats needed to take down Raikage, who was blitzing a MS Sasuke and barely getting pierced from direct Chidori.
It was also noted that Danzo suffered huge chakra drops each time he used an eye for Izanagi, which explains why his attacks mainly consisted of punching/kicking/stabbing.

The question, if its possible to put the Raikage in a genjutsu, is bothering me for a while now. When we look at Jirayas explanation how to stop Genjutsu
isn´t that what the Raikage is basically doing in his v1/v2? He overflows his entire body/internals with lightning natured chakra to heighten his reflexes and speed, shouldn't that work as a natural counter to a Genjutsu?

yeah i know - but albeit that happened already in the manga, i am more aksing if this should be possible in the first place. By flooding his body with his lightning chakra he should be able to disrupt the chakra flow and overpower the enemies control. Maybe my idea was just stupid and i was thinking to much about that ^^ because you two are right.

Actually, I can see him breaking out of a standard genjutsu with that. His chakras were compared to tailed beast levels, I don't see a normal genjutsu user controlling that. But EMS genjutsu, and more importantly, high level genjutsu like kotoamatsukami, or tsukuyomi, izanagi/izanami should be able to handle it..
11 minutes of immortality is more useful than you would think. if A retreats, danzo just ends the immortality and uses long range wind attacks. plus KA. eventually the hotheaded A is gonna let his guard down or slow down
Danzo: Their Futons are almost all mid-range jutsus only proving lethal against weak shinobis, Juinjutsus have little range and their H2H ability and speed are not comparable to Sarutobi's.
Being immortal for 11 minutes (Izanagis) and Kotoamatsukami is what makes him relevant.

Raikage almost died to a noob MS Sasuke who only knew Amaterasu and learnt Kagutsuchi and Ribcage Susano'o on the run, and only survived because Gaara saved him.
Danzo, who was restricted from using Kotoamatsukami and was trying to save chakra because he wanted to stay fresh to fight Obito, still managed to push a mastered MS Sasuke that unlocked V3 Susano'o to extreme diff, and Sasuke only gained the upper hand because he had Karin to heal his wound, while Danzo remained wonded.
