Damian Wayne vs. Black Bolt

Current Damian (with his powers), in his Robin suit with standard gear etc. and is willing to kill to win.

Blackagar Boltagon can't use his scream, transmutation, or anything like that, just fly, shoot his concussive blasts, and of course he keeps his physical stats and is in character.

The fight takes place at night in Times Square and there are lots of people out. They start on opposite sides of a street but Black Bolt can not see Damian yet. Win by BFR, KO, or death.

Going with Black Bolt.

BB was fast enough to effortlessly tag Quicksilver so I'm not sure if Damian can tag him (I'm aware of Damian's speed boost)

But the better argument is that Black Bolt fought evenly against Vulcan without using his scream (only used it when he was setting off the bomb), and was able to go blow for blow against Gladiator who is leagues above Damian in every regard.

Current Damian needs more feats.

He's also effortlessly beaten the likes of Namor who's also above Damian.

Okay, have either of you taken the stealth advantage into consideration?
