Inside the CC would definitely be Cyttorak. Exitar's power would be times by 0, and he would be pretty much useless in there. Outside of the CC, Exitar might have a chance with a plot device. Since Cyttorak is the "Lord of the Oblivion", he is the master over Void, so it would be equal as The Chaos King vs All Father Hercules.

Not at all correct. A title in a handbook does not equal fact if Cyttorak has never shown such power. Exitar wins.

Yes, please eleborate for us. I would love to see some Cyttorak feats because in the hundreda of posts I've seen him debated in there has been very little to go off of.
@Shuma-Gorath: It wasn't just put into the handbooks randomly, it was put there because the arcs prior to the handbook mentioned it before through both author narration an character description.
