Winner by death, KO
Random encounter.
Morals on for Scott.
Fight takes place in a crowded area full of civilians
Start off twenty feet apart..

Location: New York City (Streets)

Don't know a thing about Urien but current Cyclops' powers are like in overload. He might just unintentionally level the place and this guy if he can't handle it.

There are civilians, not sure if he would do such a thing.

As for his powers, he can turn his body metallic much like Colossus can. He can also shoot electric orbs, and create walls of electricity that can not only shock his opponents but send energy attacks back at his enemy.

@OmegaDynasty: He can't help it. His optic blasts are in overload and his visor literally flew off his face when he tried firing them in the flashback issue of All New X-Men 3. He has random control over them from issue 1 and the present day part of issue 3 of All New X-Men so it's likely when he tries to shoot his blasts either continue on too strong or he is afraid to fire them and kill innocent people which hinders him either way.

Wow, that sucks.
Although, just for the sake of the battle going to say he has control of his blast.
