Cat one-shot him and dodged his blast at very short range.
I see Taskmaster being able to do it too
He has his shield. Also he has the physical ability to move in "double speed".
Cause of that i see him dodge the blasts effortlessly.
And in h2h Cyclops has no chance

even if he moves at that double speed, if it puts such a strain on his body, cykes still has a shot. His blasts also ricochet. Taskmasters shield is almost an approximate shape of cap's shield so it gives him about a 3 foot radius and it isnt as tough of cap,s shield for that matter. Cyclops can still unload at the shield and its possible it will break as it isnt made of the same material as caps and i dont even think its adamantium. Cykes will shoot multiple banked shots off the ground towards tasks legs to get him off his feet. There is alot variables here but they favor Cyclops, if you want to milk one low end feat fine do it. But its not gonna help your case.

Cyclops has this.TM can't dodge his blasts easily,is his shield of adamantium or something?If not cyke blows both his shield and TM 50 feet in the air.How can TM dodge cyke's blasts?They move at lightspeed guys,TM can't dodge them/He can't block cyclops blasts as their concussive power 'd be too much for him.One blast and he's down. Also,he can't dodge wider blasts.Cyke has this EASILY.9-10/10.Stop saying Tm has this easily,cyke stomps him

@morpheus_: I want Taskmaster to win but that still doesn't overcome the chance he might not be able to physically execute the move. If he can however and this is a seriously well written non jobbing Tony (standard or udon) I give him 7/10 wins against the guy with yellow underwear. Taskmaster has better tactics, a more versatile skill set and is willing to kill faster than Scott. To be honest I'm not sure I've ever seen Cyclops kill a person in combat. Also I'm raising the odds in favor of Tony due to the setting itself. There's no way Cyclops is going to risk potentially hurting a civilian and there surrounded by people in a crowded times square. Also are they in character?
Taskmaster wins both rounds with ease. The OP only stated they start 200 feet away but never stated whether or not they were in front of eachother in plain sight. With Tony's skill I could see Scott ending up with pair of lead earplugs and a designer hat made by the company brand called sword to the head. Maybe even a jacket made outta arrows.
