@texasdeathmatch: OP said nothing about his optic blast.... I guess that means Cyclops has no optic blast. In that case Cap may be able to win, he lacks the physical advantage but he is still a better fighter than Cyclops.

That's impressive. Did not know that. I was thinking Cyclops intially because, while significantly out skilled, Scott would be far superior physically but from what you mentioned, Cap doesn't seem like the lack of serum makes him physically frailer than the average human.
There was a thread that came to the conclusion that his skill is because of his formula enhanced brain. He started at a late age compared to most heroes, received most of his training during WW2 which would have included very little h2h and would not hold a candle to modern combat training. His win's while depowered are a common comic book trope where depowered superheroes are incredibly skilled fighters, sometimes performing even better than when they had powers regardless of how much sense it makes.
Depowered a man of Scott's build and intense training would beat the 7 shades out of Cap.
