Punisher is well equipted for this. He has been hired to take out Cyclops by the S.H.E.I.L.D. agency. and they pretty much gave him whatever he needed to get the job done. The setting is after a nuclear apocalypse spanning from Xavier's school for the gifted to the slums of Harlem, NY
I'm going with Cyclops here, since we don't know what equipment Punisher has for me to make a better judgment. Cyclops could also just remove his visor for the easy way out.

He loses the love of his life when Jean dies at the end of the Phoenix Saga (and even I felt sorry for him). Then, after years of depression, he gets a second chance when she comes back, but Cyclops cheats on her with Emma Frost. He's a hard character to like and I don't like him.

Depends on gear and if punisher has prep. No prep and assuming things like assortment of guns, knives, and grenades I'd lean towards cyclops just due to his powers.
