I think that i'm disinterested in this character now learning that one of his better end feats isn't even him. I guess it would give him the same skill and he should be able to do it too but thats some ABC logic that might not work.
He's mainly a prep guy then I guess, if were using the Badass from Cry of Justice with his supersuit that was able to outreact high tiers, He takes a majority. If were using the crappy Gotham Knight version that couldn't even beat Hush or Green Arrow, He probably loses.

Now, now. Let's not get too hasty in invalidating the seriously dangerous threat that Prometheus represents here, mon ami. There is another way of looking at this: While Prometheus was recovering from Batman's sabotage of his helmet, Graham got a hold of his weapons and pretended to be the genuine article. Now with that said, Graham (who's had nowhere nearthe amount of training that the real Prometheus had) was able to curbstomp Lady Shiva, one of DC's top 3 martial artists, in seconds just by wearing his armor which had the disc imbedded in it. I mean, to try and use a real life example, imagine your little brother or perhaps a little cousin who's currently in Elementary School. He's getting picked on (and possibly wedgied) on a daily basis. This goes on all week. Thursday night, he goes with his parents to a flea market/eBay/garage sale and picks up Bruce Lee's favorite t-shirt, because the guy selling it didn't know what he had. He then wears the shirt to school on Friday, and kicks the whole schools ass (including the teachers) with flawless Jeet Kune Do techniques.
That's essentially what happened. Even a complete poser using Prometheus' equipment is a clear and present danger. So imagine how scary the real one must be. He killed Graham for pretending to be him, by the way. And to be fair to the whole Green Arrow thing, I assure you that he never thought that anyone would ever even find (let alone invade to set up an ambush) his extra-dimensional secret lair.
