jean yes but not pheonix. have you read that apocolypes war when jean came right out of scotts body? cyclops shoot an opitic blast at apocolypes knowing full well that apocolypes can convert the energy of the optic blast. appocolypes did just that and jean came right out of cyclops body and fried appocolypes.
I say Cyclops wins if he plays it smart. He evades Luke Cages attacks and uses the surroundings. He then lures Luke into a building, ,making Luke create his own tomb by trapping him inside and using a blast to bring it down.
If Luke manages to get out, the Cyclops would unleasha blast so powerful that he rips off his skin (a la WWH in WWH:X-Men#2), then utilising a more powerful one her knocks him back, making a hole through his abdoman.

No it's in Hell's Kitchen and in a densely populated area: still, Luke Cage poses a threat to mutant kind, so he must be terminated.
Cyclops as mentioned can rip his skin off w/o removing his visor. Also well placed shots to the head can give him a Concussion. Cyclops is too maneuverable mentally and physically for luke Cage
Why bump if you're just going agree to the majority consensus that Cyclops wins?
I, however, tend to disagree. Starting distance was not mentioned. They start close enough to throw down. Luke Cage has an extremely good chance at KOing Cyclops as a result.
Morals are also on, so Scott is not going to unload right off the bat and Luke's durability definitely lets him soak some of Scott's optics. Had the OP given some distance between the two, then Scott would have walked away with a majority.
