Cyclops wins this. Any cover will be destroyed. Any offense can be deflected. And Cyclops doesn't even have to resort to his main strength (tactics) because he's got limitless ammo, more destructive offense, and nothing stopping him from spamming attacks at anything in the area that makes him nervous and hoping the debris tags Arrow. Green Arrow will be on defense the entire time, and can't win a straight forward fight....so his only option is to try to out plan the leader of the X-Men. Which isn't as easy as your standard ninja assault squad.
