Cyborg. More intelligent and has the advantage of range. I'm not sure who is stronger or more durable, but I don't think they would get that close.

I'd have to say this fight depends. I think Cyborg definitely has the edge when it comes to weaponry, so sonics, electricity based weapons, and his cannon. Cyborg i believe is also faster than Colossus. Anyways Colossus should be stronger and more durable, if this fight goes close, Colossus hammers him, if Victor can keep it long ranged or get a chance to use some of his other weaponry he should be able to get the majority.
 
Edit: If Victor is still running on power cells, the longer the fight takes place, the more this favors Colossus.
