cyborg scorpion vs second rhino
Without a doubt in my mind: Rhino.
/realizes that could seem biased since I have a Rhino av
Classic Rhino has already punked classic Scorpion with ease (Scorpion tried his best to run from Rhino when he realized he couldn't do a damn thing to him). This "new Rhino" appeared basically on par with the first Rhino, plus all of the technology/weapons on his side. New Scoprion had some potential, but at the end of the day he ended up being pathetic yet again. People love to cite him falling seven miles, yet fail to acknowledge the fact Spider-Man one-shotted him and ripped apart his armor in Heroes for Hire.
@nomed666: Either version of Rhino is literally going to beat either 616 version of Scorpion. They're just not in the same league. He has the strength to eventually drop Rhino, but he lacks the agility to remain untouched while delivering those strikes. Rhino > Scorpion, unless a writer is making Rhino job to hell and back.
@nomed666: I'm also a fan of Gargan. He was a boss in his first appearance but they've done nothing with the character since and he's been a joke.
