CW Arrow vs ???

We all know that the CW Arrow is well.... he's a badass. His skill is incredible, and he is just plain awesome. So lets have a little contest!

Rules:

• No opponent(s) above street level
• Both will get 1 hour prep on each other
• Opponent must be a close match (so no obvious smashes, even if street level)
• Try not to give a character who would be obvious or common like Nolanverse Batman, or Hit-Girl
• Battle takes place in Starling City
• Both are common
• Enemies will have knowledge of each other's existence before prep, but never encountered or studied
• Morals On Victory

How it's gonna work

After you guys leave suggestions, I will tally up the most common/accepted answers, and then make them a poll. You guys will vote on the poll, and then a battle will be made! There can be up to 3 people facing Arrow if necessary, but not over.

Jason Bourne

No way. Jason Bourne is just a CIA spec ops agent; Oliver has been trained by NUMEROUS masters in NUMEROUS ways of fighting, ranging from Slade Wilson's spec ops ASIS techniques, to Maseo's ARGUS experience, to the ways of the League of Assassins. Bourne doesn't have Oliver's versatility, peak human physicals, unrealistic and fantastical martial arts knowledge, or feats against other established fighters and superhumans. He's just a cool character with a good trilogy, but in terms of feats he is vastly outclassed.

@nickzambuto: Ok the idea I'm getting from your posts is that Arrow is an invincible street level character. You'll probably hate me for saying this but all I see with Oliver is a guy who swings his arms and bow somewhat randomly in front of him in many of his fights and plot does the rest. I honestly have no idea how he wins many of his fights and (besides the fact that this is his show) how he has survived this long without plot to protect him.

@nfactor1995: I don't exactly go by what nickzambuto says since he always just conveniently uses his words, but why Jason Bourne? Do you really think he stands a chance against Arrow? I know he has his flaws, but I don't see him being around Bourne's level.

@thehunter: Eh I didn't read the OP close enough. I do think that Bourne is a more skilled hand to hand combatant and is the better strategist/is tactically superior. But Oliver has the better gear and WAY more feats because he is a TV show character. In this scenario I think it could go either way. Bourne was able to single handedly take down a top secret high level government assassin program without ever really being in danger of getting caught. That's some impressive stealth and planning to pull that off as well as fodderizing every agent who c and for him except for Desh.

Well that just means you don't like Arrow's fight scenes. That has nothing to do with battle capabilities.
