On a more serious note, I think Nuke could win. Crossbones can hang around with Daredevil and Captain America, but he hasn't consistently beaten them before. Nuke on the other hand, met Ultimate Captain America, who is more brutal and arguably more skilled, and did this to him in their first encounter :

Heck, you could argue that he beat Steve again after he captured him, since Ultimate Captain America was going to die if not for that random cobra that appeared. So in the end, Crossbones goes down after a good fight.
