Such as, Dr. Strange would not be allowed to be a leader. He's too powerful. Characters such as Dr. Doom, Iron Man, Lobo, Superman, Thor, Silver Surfer, ect... Are too powerful to be the leader. If you have a Leader, but is unsure if that leader is within the power limits, ask me. .

And NO he is not a villain

Yeah i am unsure if Ghostrider29 ever read that storyline of 2099. I also hope he lets spartan in, but i will probably have to make that change as well, due to the fact he had voids powers for short time, but it is whatever

According to rain effect Spiderman 2099 should fall under being a separate person rule
