Cosmic when you have abstract guys like the celestials, Galactus, Eternity, LT ect where as magic the most powerful guy you have is between dormmamu and Cyttorack followed by some skyfathers.
It seems as though Cosmic powers work with what is already possible, but magic seems to break the rules of the universe. I will side with magic on this one. (in general)
well magic users often tap into cosmic entities powers to enhance their spells. like feron and merlyn did with the phoenix in excalibur a long time ago. so i would say cosmic.

I agree but I think ultimately they are two sides of the same coin. One isnt greater than the other.
