Ooh, challenging call.
First off, Mystique is probably the weakest combatant of the four. Not to say that she stinks at hand-to-hand (she was able to hold her own against Wolverine, after all), but in terms of raw strength she's probably the least powerful. She could be able to use her shape-shifting to her advantage and confuse her opponents, but I think both Ozymandias and Kroenen wouldn't care since neither one has much morals. So I'd venture to say that she wouldn't win. As for Captain America, his prime advantage is probably his vibranium shield. It would grant him the ability to block all blows, and it's probably the most powerful weapon in this match. No one can harm him while he has it on, and added to that would be Cap's near-superhuman strength as well.
On to Kroenen, he is possibly the deadliest fighter here. With no compunction and controlled solely by the instinct to kill, his tonfa blades would be a serious threat. No wound is able to take him down, and his blades have shown to be fast enough to deflect bullets. Short of BFRing him or disabling him, Kroenen is pretty much undefeatable. As for Ozymandias, his advantage is his prime intellect - which I think would help him assess these new opponents quickly. But while he was fast enough to catch a bullet and is considered one of his universe's best HTH fighters, I'd venture to say that he can't match Cap or Kroenen in terms of combat feats. We haven't seen much of him in action short of fighting Nite Owl and Rorschach, so I wouldn't give him too much credit.
In the end, I'd give this to either Captain America or Kroenen, with a slight advantage to the undead Nazi. If Cap can tag Kroenen's limbs off with his shield to disable the Nazi, he would win, but as it stands Kroenen is lightning-fast with his blades.
