Put it this way: In the actual show he was in, he was beaten by a pebble. No I'm not exaggerating in any way, shape or form. One of the protagonist's literally picked up a pebble and threw it at him. And it made Combustion Man blow himself up.

Take from that what you will.

It's not that simple really as a pebble hitting him. The guy shoots explosive bolts from his forehead's tattoo. And as for all benders it is a manipulation of their chi, when hit in the forehead his chi becomes obstructed and his firebolts backlash. On his own, he was containing the avatar team (so Aang, Katara, Toph and Sokka) cause it was just so hard to get too him and his attacks were powerful, erupting boulders and whatnot. It's not that he isn't very good, it is just that he had a serious weakness and the times they hit him in the head were both unintentional IIRC. A pebble hit him off a rock that Toph sent at hit him that he blew up and the 2nd (where he died) was Sokka's boomerang came and cracked him in the eye when Sokka tried hitting him from cover. So both instances were accidents. That doesn't grant him the win here as Cap has a perfect means and chance to do the same thing via shield block and throws. Just throwing it out there that in his own, Combustion Man, is a dangerous combatant if the entire avatar team were only winning through accidents.

Since they have full knowledge of each other, Cap would know about that weakness and exploit it.
