I would say Colossus if he had his own ongoing title to showcase all of his abilities consistently. But he doesn't and I'm still saying him so I guess it doesn't matter.

Collossus appears to be the stronger and more durable of the 2. Although Savage Dragon has a healing factor, I am not sure that this would influence the battle signicantly. Dragon is a very experienced street fighter while Colossus has some MA training.

Overall, I would pick Colossus.

I have read only a handful of savage dragon comics, and he doesn't appear to be on Colossus level.

I am definitly not an authority on savage dragon but like i said, from what I have seen, colossus wins.
