Cole despite getting some massive power ups in Infamous 2 in terms of versatiliy and overall power output(powering a device that effected the entire planet in one zap, while said device killing him), I'd still imagine Magneto ripping him in half as long as he's made of flesh and blood. Now if we were talking the Beast, he could put down Mags.
Magneto. His electromagnetic powers are far more powerful and refined than Cole's. Although if Cole Ionic storms him first the battle could turn out different...
Cole has to stay in a city to draw power from cars, electric cables, telephone lines and so on, but cities are a treasure trove for Magneto to use his powers. Magneto can simply rig any of these items to attack Cole or simply avoid him at all costs. Then once Cole is energy deprived, Magneto stomps.
@leo-343: This would be a very, if I'm being logical, even battle, but Magneto does not "stomp" Cole MacGrath by and means. Now these are probably 2 of my favorite characters ever in comic history. Magneto would probably be the toughest Villain MacGrath has faced ever with the exception of The Beast, that being said I still see Cole's Conduit abilities surpassing that of Magneto's Mutant ones.
