No, they didn't. When they actually got around to fighting competent opponents that could leave an afterimage, they were blitzed and got slapped around Water 7. It's not actually until they reached Enies Lobby that they could move so quickly.

Your forgetting Captain Kuro and Bellemy who move so fast they were faster than the multiple human sight.Luffy had no problem keeping up their speed.
You're forgetting that Cole can just absorb whatever Enel dishes out from a distance to heal him or amp himself up.
Travel speed =/= reaction speed. Luffy was fast, but he wasn't fast enough to disappear out of plain sight before Enies Lobby. Kessler was fast enough to teleport instantaneously.

Bellemy and Kuro speed feats were combat speed and Luffy still hit them before he reach Skypiea arc.
Cole haven't shown absorbing feats that make him allow to absorb Enel's Raigou which was island busting unless you disprove me

Cole could try to absorb Enel, or try coating him in ice using the tropical humidity. After all, Cole has powers from both Infamous games.
He teleports right behind Cole, yet Cole is able to react to him.

How well does Enel deal with ice when incased from the inside out?
in what cutscene has it been shown cole has that kind of mastery over it. if cole could stand there and flash freeze then ok cool, but he never does that, people make up scenarios on what he can do with his power even though he never actually displays that feat in the game as easy as you make it sound. Video game characters are always the worst because their fans pick and choose what is a gameplay gimmick and what isn't

Seriously. How does cole lose to enel. He simply asborbs him and calls it a day. And before you bring up the kessler garbage, its irrelevant. And kessler must have been pretty powerful to hurt him anyway. Especially considering a semi-weaken cole managed to absorb lightning storms near the end of the series. Let me ask you something anyway while we are here. How does enel handle a subzero grenade to the face?(Non-physical attacks seem to work on enel BTW.)
Someone tell me how Cole is going to hurt Enel. Enel is lightning and won't be hurt by electricity. Cole on the other hand, can be hurt by electricity because he is a human.
He has tanked point blank explosions, building busting blasts, and rockets to the face. He is barely freaking human.

There has been no shown limit, he is practically immune to electricity. The only reason kessler put up resistance is plot, even then, we can clearly see at the end of infamous 2 he becomes practically immune to lightning. Mantra has its flaws. Plus have you ever heard of the redirect rocket? Cole simply shoots the ice rocket, enel dodges it, cole shoots a regular electric blast, enel shrugs it off, then the ice rocket goes back towards enel, and enel wouldn't be capable of predicting it.
Raigou? what is that again?
Outside help isn't allowed, so he's alone and will probably won't predict (except thinking, "shoot zaps") what Cole'll do next.

To be fair, he's never used it in ANY CUTSCENE whatsoever, but his first try-out with the new-found power was to create a street-leveling blast.
What do you mean?
Cole MacGrath is a street level character. He and Enel are in two completely separate classes. Cole's ability to absorb electricity isn't automatic, he has to focus on it, and since his reflexes aren't even peak human let alone mach 17,000 there's no way he can avoid getting oneshotted by Enel's most casual blast. That's assuming Enel even deems him worthy of a blast and doesn't just tap his head like he did to Sanji.
In terms of power Enel can bust Sky Islands easily and regular islands with only a few blasts, so there's no way Cole can overpower him. Cole literally has no advantage here, I don't know what OP or deathhero for that matter were thinking.

It's the same reason why Kizaru kicking Luffy didn't create an atomic explosion from the sheer energy generated alone. Enel was fighting nowhere near lightning speeds during his battle with Luffy. Unless you're talking about mantra, which is more like movement reading than reaction speed.

This isn't standard Cole. This is Cole with all of his abilities from Infamous 1 and 2 stacked up, including his powers as Kessler, which means that his speed is at least comparable to Enel. And Cole can easily dodge El Thor with his flight advantage.

I think being submerged in it completely is what harms him. I mean hell, he and Zeke just finished boxes of beer before absorbing a Blast Core. He'll be fine in the showers.

Not true at all. Cole at the beginning of the game was in a highly damaged condition from tanking the ray sphere, then when he was walking through a damaged building, a random large volt of lightning hit him and he thought to himself "that should have killed me." He is immune to electricity. Besides Kessler who was essentially plot, when has cole been hurt by lightning?
Funny thing is, this also applies to all Devil Fruit users in One Piece, including Enel.
He straight up teleports right next to him. No afterimage, and no blur.
Also, to be fair, most of Enel's attacks don't travel at lightning speed either. Most of his attacks have to charge up first before he fires them, and even then, they're slow enough for Nami to deflect and slow enough for Usopp to dodge. And in the case of Raigou, the aforementioned charging time and slow movement of the attack should be enough to give Cole some leeway.
