Steve fox Deciding to get back into the ring as a professional boxer, he discovered that his dodging abilities and speed had increased tenfold. It wasn't long before he claimed his spot at the top.

Unfortunately, due to his overwhelming strenght and speed, other fighters began to avoid matches with him. Steve became frustrated about his current situation, but then he recieved a call from Hwoarang. Hwoarang offered him an invitation to return to the South Pole and settle things, with the Akuma brigade.

Cody Travers.

Feats:

In his Final Fight days, Cody destroyed the Mad Gear gang (stated by OP as well). He constantly defeated Hugo and other relatives of Hugo, along with Rolento (a highly trained assassin of the Final Fight series and Street Fighter). Hugo, has with stood a direct full on blow from Ryu's Shin Shoryuken, one of his most powerful attacks, his strongest uppercut. While Cody can deliver blows with just strength backing them and knock out Hugo. Cody demolishes objects such as brick walls with no effort with a single punch as well. He's an 8th degree black belt in karate, plus with street fighting lessons picked up from experience in fights. He also will fight dirty, using weapons from pipes to knives to dirt and rocks and even his own handcuffs. Cody also has chi attacks where he release miniature hurricanes. Cody has never stopped fighting since he was imprisoned the first time. Cody also has spared and fought with Guy, a Bushin master (ninja master) who's style is capable of rivaling Anasatsuken style (Ryu, Ken, Gouki, and Akuma's style).

In terms of skill, Capcom has given off the impression that they consider Cody to be on Ryu's level, showing promotional artwork of them directly versing each other. Not only in game artwork but other non-canon features, such as the animated series. In a fight with Steve, I would consider Cody be able to come out on top 8/10, if not... 10/10

This is pretty debatable. The only time Guy has actually defeated a master of that style was when Ryu was possessed by Satsui no Hadou (and he did it with ease, too). That was in the Street Fighter Alpha manga. However, the manga being canon is to the actual story of the game is uncertain. In other works based on Street Fighter Alpha, Guy has never competed against Ryu, Ken, or anyone that has mastered that style.

Cody. Because while Steve is tough, even without being on his prime Cody is a beast and can fling a 580 lbs Abigail over his head a couple of meters away, trash a car with his blows, knock out Hugo who tanked the shoryuken, punch and kick arrows shot from a crossbow, and also has better fighting skills that mix street fights and martial arts to his advantage. He can also play dirty and that gives him an edge.
