playing RE6, people will notice that Chris has better stamina than Leon
Has shown he can go toe-to-toe already with Leon, matching leons speed and even evading Leons famous round-house kick.
Leon has shown to be able to evade Chris's punches as well, but he both fighters will run out of gas... and whoever tires first will get hit.
Eventually Chris will beat up Leon.
Battle states that it's H2H, so no pulling out guns... just straight up fight... Chris will come out on top. Will receive some hits, but Chris still wins regardless.
Man... I didn't want to join in on this but I'm going to say Leon. He became the number 1 US special agent, right hand man of the President and dear friend of his for a reason, because he's that good.
There's nothing I have seen Chris do to put him in Leon's league skill wise. Regarding strength, don't count Leon out in this department either, he's close enough to make Chris strength no big deal.
Krauser was super powered, notice how he kicks the empty drum easily and fast as a soccer ball and the escaping jump he performs, yet Leon was able to momentarily hold him back twice during this fight, granted Leon didn't over power him, Chris strength probably isn't close to Krausers anyways. I'd like to see Chris perform a crazy 15 foot flip and kick an empty drum like so.
Leon for the win. He has the skill, speed and agility to outperform Chris.

Leon is more stealthy, and doesn't really fight BOWs everyday, he goes after evil scientists, evil humans, guards regular humans... he most likely fights BOW's once a month.
Whereas chris, probably fights one or two BOWs a week

Wow... This is a toughie. I'm going to say both. Chris is stronger and has more stamina, but Leon is faster. As for skill, I would say they're just about even. So. I'mma say stalemate.

If we don't count short match ⬆️ imo Chris be a winner in a long fight due to better feats in every category. "Leon is fast and agile Chris is strong" is debunked since Chris has feats comparable to Leon, even better.
Best speed feat of Leon is matching Krauser and best agility feat is dodging lasers. Chris replicated both.
Even weakened Wesker is superior to Krauser. Weakened Wesker blitzed Chris, who can dodge bullets. Or better scaling Chris blitzed Hunters who can dodge point blank shotgun bullets and Wesker blitzed him.

Chris reacted TALOS missiles which is around Mach 2 mid-blitz.
Not to mention Chris has insane strength and durability feats like tanking RPGs from very close distance and punching boulders and hurting Wesker who tanked RPGs.
in experience, Chris stomps Leon no contest. Los Illuminados is nothing special to Chris. As for "Chris needs a partner like Sheva", don't need to remind Ada literally saved Leon's life 3 times (Bitores Mendez, Krauser, Saddler) and she was there by coincidence. Leon already failed to accomplish the mission he was sent on his own. Even in the first Village fight, Wesker was the one who informed Ada about the church bell, which saved Leon's life in the last minute before he was about to get killed in his first encounter with Ganados.
in short, Leon's RE4 experience isn't better than what Chris went through from 2005-2009 after BSAA is found, like T-Abyss virus (RE Revelations). He deals with shit like this as daily job, since before Leon became an agent.
Of course none of these matter because they stalemated in RE6, they are equals by intent.
As much as I would like Leon to win, Chris would most likely come out on top. Even with the element of surprise on his side, the best Leon was able to achieve against Chris was a stalemate.
