Weakest: Iceman or Storm (probably Storm) Strongest: Jean with the Phoenix, X-Man if she doesn't have the Phoenix, or Thor. (though it depends on the Phoenix. His power output was compared to Dark Phoenix)
Toss-up between Iceman and Storm, depending on what you mean by weakest. Technically, Iceman is the more powerful of the two, since he is Omega-level and Storm is not. Practically, Storm can use her powers to their peak potential, whereas Iceman is a slacker who hardly ever pushes himself to his full Omega potential.
So Iceman is more powerful, but Storm would probably beat him in a fight scenario.
