Videl is actually consider a great fighter even before she knew chi, so they about even in the fighting department, but Videl continue to train and fight along side Gohan, while Chi chi is just a house wife, so videl win, and I'm sorta glad they have no fan service, but those picture making me reconsider, especially since the only stronght female in DBZ is Android 18, while the rest are way below SSJ1 :-(

Videl was a powerful fighter but normal human standards. IMO if they are both at the height of her power the only advantage videl has is flight... and that's not a big deal in the DBZ universe. I feel like chi chi has better feats. if you want to base there skill off of there teachers chi chi was trained by a pupil of roshi.

Videl's fight with Spopovich was pretty intense. Videl also has flight on her side. Her daily routine was going around making sure the city was safe from villains lol. If you want to use non-canon, she also wasn't instantly killed by Broly.
