would it surprise you if i partially agree? you're right, jean and xavier are the ones that can take out the juggernaut the easiest. reason being so is that xavier already walked into the mind of cain markos... well of course, he's been doing it since the two of them where teenagers. he knows the maze.... and i can find scans proving that a mind is a maze of thoughts, emotion, doors, and locks to closest that wish to reminded unopened. there were alsoseveral instances where xavier was forcibly sucked into the mind of cain's... anyway, this is the special reason why xavier can do this to the juggernaut. he knows him from the inside out... 
 
now, the reason jean can too is not only just because she can read minds too.... she's been passed down the memories of cain via xavier. so it's like a jailbreaking systems that's already been saved. but this is not just it... look back during the onslaught saga. jean was only one of the psychics asked permission to allow to roam freely into the mind of cains, but even while she was inside, there were doors that she could not open. she needed effort just to find a trace or a hint of little pieces that fit together to see how cain ticks.... 
 
so what does this means? 
it means, given time, you can stop the juggernaut through his head. 
 
stranger..... a powerful psychic. did not find it worth his effort probing cain to stop him given time. 
all other abstracts are too psionically powered and can use telepethy yet, nightmare or oblivion could not do it because it was a waste of time. (well... at least oblivion tried)
the phoenix??? 
well, if not for jean's "jailbreaker memories", the phoenix would have taken time to figure it out too.  
yes, she pierced through the helmet,  but the helmet itself is CIS for the charcter, not to mention the helmet has eye sockets and a another big hole in it ... 
i guess phoenix is the only one who figured that one out lol. 
 
shadow king... from memory i think show king did try to tap through the juggernaut one time, but i believe it turned out to be xavier. 
i think emma frost would take some time probably a whole day without a jailbreaker. 
moon dragon? it would take her some time too. 
cassandra? some time.... 
mr. sinister would prbably take weeks to probe cain's mind. 
karma, proteus, strange, orcle would more than likely cost several other days to probe him.
