What confuses me is that, when Cell came back after he blew himself up, he significantly increased his power; so why is he back at his Cell Games state? Now, he still wasn't as powerful as Super Saiyan 2 Teen Gohan but, with Gohan injured from that blast, he had more of a chance. Dabura is supposedly even with Adult Gohan at Super Saiyan 2 (although, in the show, Gohan only went Super Saiyan, he didn't have the lightning crackle around him) from what I've heard.
It's the case of a lack of information, but I would say Cell is weaker marginally, but he would still win due to sheer versatility in his fighting style.
In reality Dabura would win because his petrification attack spreads almost instantaneously, and without prior knowledge he would have been turned into sandstone before he realized what was happening.

That was regular Perfect Cell. If it were Super Perfect Cell, the battle would have been much simpler for him.
Cell
Gohan at SSJ2 in the Majin Buu Saga is weaker than when he is fighting with Cell.
SSJ Goten even gave him pressure.
Gohan when faced Dabura wasn't losing the fight but had hard time fighting him. but Gohan was weaker than when he was in Cell's games, i think Dabura is close, very close to Gohan's level at Cell's games, that make him pretty equal to Super Perfect Cell. which means the only factor here would be Cell's techniques versality and regeneration ability. i'll give the victory to Cell.
I'll go with Cell.
He's not under mind control first of all, everything he does is all his own.
He has the genes of MULTIPLE powerful fighters, mastering most if not all their techniques easily.
Regeneration
Dabura has shown nothing to prove he's at Cell level, Goku saying that doesn't mean that he is. Dabura could barely keep up with a Super Saiyan Gohan who was much weaker than the Gohan Cell fought. Cell was superior and stronger than Gohan though, that's the thing. "Oh well then why did Gohan kill him!!!?!!?!?!" Well, Gohan was losing the Kamehameha collision horribly. He needed the help of Goku, Tien, Yamcha, Krillin, Piccolo and Vegeta to win, and even at that it was a very close victory. Cell stated he could destroy a solar system, now that could've been just an arrogant comment overrating his own powers, but it's definite he's a planet buster at the least. Dabura's only chance is the spit, and Cell would more than likely do what he did in that fanmade comic. I love both characters, but I don't see Dabura winning in the slightest
Cell, the fan-made version is pretty accurate
Dabura wins, Cell does not have infinite regen powers, if he removed his head like that and regen'd he would be severely weakened, he cannot do that forever. Dabura uses his spit a couple times and Cell is done for.

They really screw up the feel of it in the Anime, but once Gohan blows the crap out of Cell he's pretty much on the ropes. Also when Goku obliterates him he says that Cell is weakened after regenerating. It's definitely implied that he has finite regeneration.
@themagicstik: Right, I forgot about that entirely haha. Still, I don't think Dabura will be able to spit on him before Cell wipes him clean from the planet.

Goku said that Dabura maybe strong equal to Cell. That's mean they equal or stronger/weaker a little bit. But nothing of Dabura has done with Fat Buu compare to Ssj2 majin vegeta show me that his level is near to Super Saiyan 2. And Super perfect cell is near to Super Saiyan 2 level. So maybe Dabura is only equal to Full Power Perfect Cell.
