Chaos Gods or Celestials, I want to lean Chaos Gods but there are more Celestials who are very, very powerful. They'll make the Ruinous Powers earn it, although Khorne will probably enjoy this way too much.
Are celestials reality warpers and are time lords reality warpers or do they just mess with the time stream.

Yes Celestials are reality warpers.
As for the Time Lords by them selves they aren't reality warpers (Though there are some that are) though posses technology that can reality warp.

@jwwprod: The Chaos Gods didn't create the Multiverse, though, they spawned after it was formed and retroactively existed. Time Lords are also multiversal, and Xeelee are a weird kind of multiversal where it's more multiversal in the sense of alternate time lines and not completely separate universes.

Sorry. Anyway, the Celestials would win. Names like Tiamut and One Above All would make a difference.

Chaos gods win inside the warp but probably lose out of it.
Chaos Gods win pretty easy.
Here they are shown to travel from Wahammer 40K Universe as well mess with Warhammer ffantasyUniverse. Same Chaos Gods, and Games Workshop announced both games are in separate universes, even though this book of the Lost and Damned for both games acknowledged the Chaos Gods are the same from both Universes.
This here show how the chaos Gods existed before time, and work as Schrodinger as they are timeless and not bound to time or space.
This is quotes of the Chaos Gods able to create, alter, or change various universes and realities on a whim.
This here show just one Chaos God, Tzeentch, already ruled a universe with his own power easy before having to give up his magical knowledge in fear of the 3 other gods that form the eternal balance to the others power.
Fact is Chaos Gods are unbeatable, and more powerful than the whole Celestial Race or Time Lords here. one of them is more than capable of dominating a universe if they tried, and the 4 of them plague and create multiple universes for fun.
People here, know nothing on The Xeelee.
According to the lore, they are the cause of cosmic inflation (multiversal feat).
They are older than time as we know it.
They use entire galaxies as bricks to build super structures.
They have complete control of entire timelines.

Celestials were all killed, every single one from every multiverse ever, by 3 Beyonders. Also Galactus and Franklin Richards are both portrayed as stronger than Celestials now.
I am fairly sure they are not anywhere near this level anymore.

Big G was always stronger than Celestials and FR doesn't have feats of fighting top tier Celestials like Arishem or Tiamut

Celestials beat the Chaos Gods if the fight takes place outside of the Warp.
Chaos Gods beat the Celestials if the fight takes place in the Warp.
Time Lords beat The Xeelee in a close fight.
If prep is allowed Time Lords stomp.

Their power doesn't lie in headlong confrontation, it relies upon existing in (and ruling) the 40k equivalent of hyperspace, and thus being able to take as much time as they want with any project that takes their fancy. Within the warp, they are utterly invincible, as they define warpspace itself around them.

^ Here. There are arguments for people who think that Celestials are multiversal.
In fact, they are not multiversal.
@andreysemyonov1337: Ultimately, the chaos gods. They wait the celestials to death, and corrupt the Time Lords, who annihilate the Xeelee. Despite the sheer levels of Celestial power in Marvel Comics, they operate in a much more direct manner than any of the other factions, and are constrained by the universe in which they exist. The timelords almost literally have an everything proof shield (Transduction barriers are not everything proof, as otherwise the Time war wouldn't have become as desperate as it did, but they are the next best thing, and they can pretty much stop anything without almost unlimited power)- The time lords wrote the laws of physics for their universe, and their technological plotdeviceium allows them to achieve pretty much anything. Thus, Xeelee go first, as the time lords just erase their time loop permanently, and then the celestials are rendered extinct due to a) their universe dying b) the time lords erasing their universe or c) the chaos gods corrupting them into civil war. The time lords meanwhile are corrupt as anything anyway and will easily be lured to the power of Chaos (Borusa is an example in point. Chaos gods can grant true immortality. One willing president signed up)
Time Lords = Chaos Gods (theoretical strongest) > Celestials = Xeelee = Chaos gods (outside the warp).
