Catwoman has the skill to beat the crap out of the Joker, and the dogs, but not all at once. If she has a gun then she wins easily, though.

The dogs gave batman some trouble. They bit him the first time, and he did better the second time but she isn't as skilled or tough as batman. She can take joker pretty easily but him and those dogs and a crowbar is gonna overwhelm her.
