Yep. Catman is leagues above Joker in H2H (though the Joker is pretty proficient in H2H).

Catman is who Joker wishes Batman was....The man - morals. With that said Joker is highly underestimated in H2H and his unpredictability makes him dangerous but seriously cannot go against someone who stalemated Bronze Tiger.....just about.
