Cassandra bested Xavier and took over his brain while he was in Cerebra, but that's because of her familiarity to his mind to do so since she's a copy of him. Though, she did have the telepathic ability to best both Xavier and Jean simultaneously, I remember.
Magneto takes this unless Cassandra gets some prep time, I think.

With prep time Cassandra's done a lot.
She inflicted a sickness on her old body before switching bodies with Xavier so Xavier would be immobilized and dying in her old body [I believe it was alzheimer's, I'm not sure].
She managed to destroy Genosha.
She took over the Shi'ar.
Through her old body, she gave all of the X-Men a sickness, as well.
Then there was her Hellfire Club illusion that she caste on Emma to get her from the matrix Xavier and Jean put her in during Whedon's Astonishing X-Men run.
There's plenty she could do with prep. Truthfully, there's a chance she could do it without prep if she's truly as strong as Xavier with her telepathy, I think.

I wouldn't doubt it. She does have possession of an exact duplicate of Xavier's body. I'd say that she has all the raw telepathic power that Xavier has plus telekinesis and other powers that Xavier could possibly get or have later down the line.
