They each have something that Bruce displays, but if you were to break them down to their strengths, I think it's clear who the winner is.

She is a top fighter only because of that god damn moves prediction....

She's the only one who got a real upgrade from the New 52 comics, well one of the few.

Cassandra is amazing, but nothing can make me believe she can take Nightwing at the time being, unless Grayson is holding back. Nevertheless, I think she's "destined" to surpass him in H2H.

I was so upset when I found out when I was younger, like "WHAT?! SHE GOT SHOT?!" yeah I was upset lol, but I'm all for Barbara being Batgirl again, no second thoughts about that one.
