I know Cat Woman has fought evenly with Batman on at least a few occasions if we use Pre New 52, so I'm tempted to say her, but Casey Jones keeps up with Raph while fighting fodder, and has survived some pretty massive beatings and confrontations from Hun. It takes a lot to keep Jones down, and he is clearly superior to ninja fodder, but not really superior to any named characters in the series. He might be even or above Angel, who has at least somewhat held her own for a brief fight with Mikey. Mikey could have ended it pretty easily though, he was pretty much toying with her, since he wasn't even sure if she was an enemy or not.
If I had to throw a number out, I'd probably say 5/10 for both.
I think pure skill goes to Catwoman but as parks said Casey trumps in durability. Its gonna take alot to keep him down which could squeak him out a few wins. Not to mention punching a hockey-mask is no good for your hands :-) I say Catwoman 6/10.
BTW am I the only one who misses the original 80's version of Casey Jones who always had "THE OVERWHELMING URGE TO BREAK SOMETHING" and crazy hair.

Hahaha.......Doubt it, Selina is way more skilled and much faster than Casey. She would own him, in bed or otherwise.

Bullet dodging:
Those are from fodder thugs. These are bullet dodging feats against Deathstroke and Deadshot. The latter is more impressive because she moves fast enough to swing Captain Boomerang around before the bullet can hit her.

Catwoman has the skill and the speed to take down Casey, He is durable to be sure but Selina can wear him down. Her whip gives her a range advantage and Casey isn't throwing out anything she hasn't seen before. Casey won't go down easy but he will go down.
There isn't a single version of Casey that can beat Catwoman.
Pretty much.
