Trouble is he never did become popular and most of these battles boil down to popularity contests, which is exactly why Superman beat Thor or Wolverine beat Lobo

The problem with Cap Marvel is DC never created him, so they treat him like a redheaded step child. He was always a Fawcett Publication and turned up in the Whiz/Flash strips. When DC bought him they treated him like crap, he turned out to be a dunce. He was about equal to Superman's strength and speed but always was an immature idiot so Superman could beat the crap out of him time and time again.
