Hmmm... Hard choice. I belive that Cap is stronger, but I more than sure that his energy projection is weaker than BM's. Shouldn't BM's constructs survive what Cap can throw at him? And I don't see  why Blue Marvel can't hurt him.

One of the best of have seen was some giant mother ship blast that turned him inside out . He instantly healed back in no time telling the other Heroes that they wont survive it like him . There are few others Instances . I am pretty sure some might post that scan. CPT marvel powers are invulnerability is higher than superman Due to his magic some thing blast he survive i dont think superman would.
