You sound like Soru is some fixed amount of speed, while in reality soru is simply a technique which allows you to temporary multiply your speed. What will your speed be once you use Soru depends on what was your initial speed and how good your Rokushiki skills are.

No, Oda said that Soru speed of CP9 members is about the same as Kuro's shakushi speed.

I just wanted to point out that there could be a great difference in speed between 2 characters, even if they both know how to use Soru.

Oda said that Soru speed of CP9 members is comparable to Kuro's shakushi speed, but the difference is that CP9 members have better control over their speed.
A soru user which is much slower than CP9 members would probably lose against Kuro, a Soru user which is on pair with CP9 members would defeat Kuro, because of his better control and the same speed, and Soru user which is superior to CP9 members would stomp Kuro.

I'm not that knowledgeable about One Piece, but from what i do know i think Kuro could blitz Steve, but, due to his durability, and shield, it wouldn't put him down. After watching the above video, i can't help but think that if Luffy can tag Kuro and KO him with a headbutt, albeit a pretty epic headbutt, then Steve should be able to do the same, especially as he has an unbreakable-ish shield. In fact, how hard are Kuro's blades exactly? And how fast is he? Steve is a bullet-timer, if i remember correctly, so Kuro better be hella fast.
@silverrings: There is nothing to say Kuro's claws are anything other than normal steel. As for his speed, he is clearly faster than a human eye can see. And he races around that quarry without being tracked by anyone. Though Luffy did manage to react to him.
One doesn't need to be zipping around at Flash speeds to react in time. Especially to someone who can't fully see where they are hitting.
