Interesting battle. His powers are quantum-based; hers are EM-radiation based. He has more powers & abilities, but she is normally intangible & probably faster (at least in earth's atmosphere) in her energy forms. They are both energy absorbers but he also has super strength & is nearly invulnerable physically as well.
But as long as she stays in energy form, they can't really hurt each other, so it's a virtual stalemate, at least until she turns solid. If she does that, then it's over for her.
