SS is not equal to Captain Atom on Monarch levels. OP should be more specific and add the versions of each characters. How are we suppose to determine the winner if we don't have a clue what version you are talking about?

@mortal: Monarch is not the same level, as regular Captain Atom; it's like saying unstable Sentry, is the same power as the Void, in a way.

It states New-52/Pre-52; not Monarch etc.

@tifalockhart: Orion without his Astro-harnace, is still Superman level strength wise, Hal isn't, it's completely different; it's more like Thor, as even though he is clearly superior with Mjnoir, he still is very strong without it, you get it...

And as I recall, pre 52 Atom did not have many reaction feats worth mentioning, particularly not in comparison to Martian Manhunter who has a few nice ones. Orion is always tough, but his speed is lacking compared to Manhunter.
