SS powers are much more solid n stable than CA and so is their usage.....CA has Quantum Powers SS has Cosmic on grand scale..
They can basically do the same thing through different means and have different power sources....CA can't manipulate SS power source while SS can manipulate the quantum field
& SS durability is higher than CA's....CA doesn't have the basic feats to k.o or destroy SS skin

what? since when has surfer ever done that? when has he come across the quantum field before?
@eternalgrandmaster: Their power source is irrelevant seeing as cap has better energy absorbing feats, and basically it depends on their power level, not source.
Captain Atom outclasses SS in many ways. He was able to match the flash in speed and reaction time when the flash was picking machine gun bullets out of the air while strolling. He absorbed a nuke and transmuted it, also transmuted the surrounding area, he learned how to go into the time stream and effectively travel through time, he can give people superpowers, make physical bodies for himself, but he was cities away from the independent body and create life, absorb unlimited energy, able to read minds and grant wishes. and fought firestorm; took firestorms best blast (Enough to obliterate a city) like nothing seeing as he is pure consciousness and can just build an energy body even if he IS destroyed, phased a hand through firestorm, took another blast like nothing, then blasted firestorm casing extreme harm. He was basically stomping firestorm.
Atom has some pretty good feats post new 52. He flew to the edge of the universe while dreaming, can restructure himself from nothing, accidently warped reality while quasi-sleeping (he created a normal human body for himself with most of his consciousness separate from his energy form, and while his energy form was basically in sleep mode, it did things like disembody the consciousness a Steven Hawking level crippled man after allowing him to walk, resurrected another man's mother who was long dead with full memories intact but no organs or bones, and restored a box that was destroyed in a house fire with all of its contents intact while simultaneously lighting the owner of the box on fire every time he felt guilty for causing said fire), transmute a plane into feathers and a robot into gases, and of course, catch flash by altering time and space and messing with his connection the speed force.
The problem with Post FP Atom is that he doesn‘t have a lot of battle-related feats. Though theoretically, he should beat Surfer because of his power-related feats displayed and his general portrayal up to this point. In conclusion, he‘s a tier above Norrin (like i.e. Norrin is a level above Superman).
