I'm going to give this one to Captain America based on overall balance. Wolverine is reliant on his Claws which while they're incredibly strong also leave him vulnerable to a counter attack from the super powered cap. I'd expect Cap to play defensive with the shield and when he makes a well timed deflection either back Logan with his shield or his fists.

Too bad Steve didn't do this when Wolverine in one move dodged a shield bash, cut his stomach, and kicked him away all while avoiding a blatant kill shot with the stomach attack.

Steve's never done that in the three fights that he's been stomped/blatantly outperformed by Wolverine, if he could have done that, he would have done so by now.
@wolverine08: To be fair I've never actually seen them fight myself. It seems to be a case of whoever attacks first is most likely to hit with a counter attack. Though I will say this, Wolverine does have very good instinct which I forgot to take into account and as your example proves he's right up there with the best of them.

There were 3 fights? I've only seen the reference 2.
They fought in Origins #4 when Wolverine was exhausted from a multi day gauntlet and had his healing factor arely working but subsequently defeated Steve handily.
They fought another time in Captain America #404 when a mind controlled Wolverine whom had his mind state reduced to that of a werewolf still outperformed and pinned Steve to the floor easily in a few moves.
They fought again most recently in AvX where Wolverine completely one upped him in one move.
Cap wins because he is faster and the best strategist in atleast the Marvel universe... Caps acrobatics, speed,shield, strategy and super soldier mind make him win
How many times does Logan have to beat him until it's definitive? Cap literally had Giant Man blindside Wolverine because he knew he'd lose in AvX, and Wolverine nearly killed him in Origins.
