Well strongest Wesker is presumably the final boss of 5. Strongest Cap? Im not sure. Maybe God of Thunder Cap from Fear Itself 7? If that's the case then Cap should win. And if I'm wrong and there's a stronger version, (Not counting the brief moments he had the IG) then should still win.
