How? How would Condiment King defeat Captain America? I think he might make Cap slip or something with his condiments but not defeat him alone. All these characters together could be support and I am guessing if a big group of lame below street level supervillains could stand a chance against a high, A-list Street/City leveler.

Calculator constructs a battle plan, utilizing the few skills the team has.

Crazy Quilt distracts Cap with flashing lights, and Condiment King sprays ketchup everywhere to make things slippery. Kite-Man acts as a target, and while Cap is busy, Javelin throws a javelin and spears Cap. Meanwhile, Armless Tiger Man catches Cap in a headlock with his legs, and I don't know what the others do. Anyway, if the villains can get organized, they win.

Very nice plan, although that may or may not happen because these characters are in character, so it depends if they are cooperative or not.

the villains have a small chance if they use their numbers correctly. Otherwise, Cap stomps

I honestly don't know why they randomly made up a character to be like a tiger but severed arms.
